hello i trying build eog without developers manual (which placed in /usr/share/gtk-doc) --disable-gtk-doc and --disable-gtk-doc-html not help me

It appears it is actually the desired behaviour of gtk-doc to always install the pre-generated API docs. See bug 450343.
