Right now gtk-doc has perl minimum dependency set to 5.18.0, but from my testing 5.16.0 that is in RHEL 7 seems to work just fine too.

The dep got raised to 5.18.0 due to a 'make check' failure in https://bugzilla.gnome.org/show_bug.cgi?id=756519 , but gtk-doc builds and its 'make test' passes just fine here on RHEL 7's perl 5.16.0.
