Double-click on titlebar always maximizes window, even when "Toggle Maximize Vertically" is set in Tweak Tool

This is a regression from 3.20 to 3.22. The OS is openSUSE Tumbleweed, though it probably doesn't make a difference. How to reproduce: 1. Set "Toggle Maximize Vertically" as option under "Windows" - "Titlebar Actions" - "Double-click" in Tweak Tool. 2. Double-click on some titlebar. 3. Observe how the window grows to cover the whole desktop, not just vertically. Same for "Toggle Maximize Horizontally", by the way. Other options, such as "Menu" work as intended.
This is an issue with client-side decorated windows (which on wayland includes all GTK3 window using the wayland backend).
gtk doesn't support separate horizontal/vertical maximization
This worked fine until 3.20 and is a really useful feature to me. Any chance this can be (re-)implemented?
