In most applications F11 toggles between fullscreen window and normal mode window. If I hold F11 for a split second on gnome-terminal, gnome-shell freezes permanently in what it seems to be some kind of a loop.

This issue happens only on x11, not on wayland or xwayland.

Same problem with firefox.

Use xdotool to generate F11 key in gnome-terminal, you can produce this problem.

>xdotool key F11 F11

If there is time delay between two F11 keys, problem disappear. On my PC, when time delay is more than 200ms, problem disappear.

>xdotool key --delay 200 F11 F11

When this happens, gnome-shell runs into a busy loop and logs this line to journal several times per second:

Key repeat discarded, Wayland compositor doesn't seem to be processing events fast enough!

I'm running gnome 3.24 on Wayland here.

GNOME is going to shut down bugzilla.gnome.org in favor of  gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/
