In 3.20, there was a "Featured Application" heading at the top of the landing page. At some point during the 3.21 cycle this was lost (probably while we tried to resolve bug 766874). Unfortunately, this leaves the main banner on the page looking rather ambiguous. It would be clearer with the heading.
