English is my first leanguage and my default language on my Mac. I also have two other languages installed; Thai and Burmese. Previous to upgrading to macOS Sierra, Gimp would correctly display all menus and other information in English. Now after upgrading Gimp displays menus and other information in a combination of the three languages I have installed on my system.

We got bug 770708, where the observed behavior looks like the first language is always skipped. 

I assume both Thai and Burmese aren't the most complete translations of GIMP, so it might start at Thai, use Burmese if something hasn't been translated into Thai yet, and finally English because this is the default language if no translation can be found.

Sorry, I did just see that other bug report after I submitted this one. I searched first but clearly wasn't coming up with the right search terms.

Is there a command line switch that can force the language?

I see a language chooser on Gimp 2.8.18 running on OSX 10.11 but the language chooser is missing when running on macOS 10.12 with the same Gimp version.

Sorry, that was Gimp 2.8.14 that didn't have the language chooser. I have found it on Gimp 2.8.18 and was able to select English.

Actually I think it might be starting at Burmese, then going to Thai and then to US English. I'm almost sure that Burmese is less complete than Thai and Thai is likely incomplete, too. It almost appears like it is going through the languages alphabetically.
