In the new archives feature, a user is not allowed to compress the selection if all the selected files are already archives.

Many people may wish to compress several archives into one (like logs, batch compressed archives, etc).

The reason is simply because file-roller was doing it too. I never thought of an use case of compressing files that are already compressed but sure, we could display the option for them too if you think it's better.
