An application that is previously opened is not presented again on subsequent requests.

How to reproduce.

1. Open gnome terminal.
2. run some application, say, nautilus.
   command: nautilus &
   the Nautilus window is shown.
3. Switch back to terminal window and type 'nautilus' again.
This time the previously opened window is not brought forward.

Tentatively closing as duplicate of bug 766284, though this could be a bug in mutter as well.
