These operations usually point to the parent folder by default. The issue I am having, is that for files on the desktop, when issuing e.g. move to, I always get an error dialog "The folder contents could not be displayed", "The specific location is not supported". Note that this seems to be happening only for the desktop, thus nautilus perhaps gets confused when trying to find its parent, not sure.

Conf: arch linux, 4.7.2-1, with package 'extra/nautilus 3.20.3-1 (gnome)'

This is also the case for me. 

System: Ubuntu 17.04, GNOME Shell 3.24.2, GNOME nautilus 3.20.4

Starting with version 3.28, nautilus will not handle the "files on desktop background" feature. For better alternatives, read this blog post https://csorianognome.wordpress.com/2017/12/21/nautilus-desktop-plans/
