sysdeps-3.22: increment libarchive version

We will add gnome-autoar in a upcoming patch, for that we need
at least libarchive 3.1.0.

Luckily this version it's in most distros.

We will add gnome-autoar as a dependency for Nautilus in a upcoming
patch.

We introduced compressed file management into nautilus using a library
call gnome-autoar.

Make nautilus depend on it.
