User chooses Layer->Transform->Arbitrary Rotation.
A clock figure appears.
User thinks: the way the clock is moving, this will take many minutes, as this is a large image.

No matter what he clicks, he cannot stop it.

He ends up doing
$ killall -1 gimp

You should expect the user might want to abort such a rotation at any time,
and provide an Abort? [ ] box while he is waiting.

Not for GIMP 2.8.x because this code is all gone soon. But for GIMP 2.10 or higher, yes. Actually I think this is what bug 113564 is about. Duplicate?
