Support selectively disabling accounts

It may be useful for users to be able to disable accounts, so their configuration still exists, but are not otherwise displayed in the UI or started in the engine. Disabled accounts would retain all configuration and data, so when re-enabled would simply start again where they left off. This might be primarily useful for GOA (Bug 714876) and UOA (Bug 714877).
+1 Useful also when debugging, as you can limit the debug information to the account you really want to test.
