multifilesrc is not following the fps setting for which it is getting configured. multifilesrc is generating frames as many as it can based on how fast the next elements in pipeline are able to process data.

Not sure I understand. Could you describe what exact you're doing please?

Perhaps you want the imagesequencesrc element from bug #731890 instead.
