Dilate: make or become wider, larger, or more open.
erode: gradually wear away

the filters Dilate, and erode do the opposite of what their names imply.
This effects Windows and Linux platforms for GIMP 2.8. 

GNU Image Manipulation Program version 2.8.14

Proposed fix: switch the labels in the filter menu

Same thing in windows.

The same issue is also present in OSX GIMP 2.8

Oh well here it is again. I would say you are right but everybody
else seems to disagree... See bug 156545.

We could switch to a mode where we change it every time someone reports a bug about dilate and erode being reversed :)
