File operation popover in a window frame

Overview:

During a file operation, closing Nautilus and opening the file operation notification will show the progress popover in a window frame instead of attaching it to the Nautilus parent window. See attached screenshot.

Steps to Reproduce:

-Create a large file (eg, dd if=/dev/zero of=~/test.file bs=1M count=5000)
-Open Nautilus and copy the file to another filesystem
-When the file operation starts, close Nautilus
-Open the file operation notification

Actual Results: A Nautilus window is displayed with the file operation dialogue pop-over embedded in a window frame.

Expected Results: The popover should have the Nautilus window as its parent
