i would welcome to have following shortcut:
scroll to next layer (if inside a group, go outside to the next layer) - in other words, the skip to next layer thing would ignore layer groups.

i think yes.
activating this particular shortcut, gimp would select the next top layer, not a nested layer. Now, this shortcut would require one -up- and one -down- command to work.

And how do you use this feature in your workflows - how and why is it useful?

We have already 2 similar commands, and it is: go a layer up, go a layer down.

usually i deal with lots of layers, and this feature would just ignore layer groups. In my workflow i change layers pretty often, usually its a switch between references on-canvas in groups and the actual layer where i do my work.
