My email provider sets a fairly small quota for how much disk space I can use. With Thunderbird, I also worked around the problem by creating a local folder within Thunderbird and I could transfer email there.

If Geary does not allow local folder creation, is there some other solution for users who have lots of space on local drive but little space on the email server?

Not at the moment, no. While Geary does cache your mail locally, it should be considered just that for the moment - a cache.

I won't have time to work on this any time soon, however some support for this would be good to have, so patches are welcome.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/geary/-/issues/
