In my simple layout, I checked "can focus", "can default", "has focus", "has default", "receives default", "is focus", and "sensitive" for the button but it still didn't have input focus at launch.

I can't remember offhand how "default" differs from "focused" and some of the tooltips just rephrase their label. This could be a confusing experience for new developers.
