Disable app folder feature when run outside of GNOME

It appears that GNOME Shell (and its GNOME Classic mode) is the only desktop that supports GNOME's app folders. Therefore, when the Software app is used on other desktops, the Installed tab should not show: 1. The checkmark in the headerbar 2. The appfolder names under the app names in the app list (like "Utilities" for "Archive Manager").

Fixing #2 in my original bug report is more work. We could use a separate bug for that or keep this one open until that gets fixed too.

^ Here's a patch for the gnome-3-20 branch. I don't think we can backport the gsettings work since that would need updated translations, right?
