I have just noticed that on Ubuntu GNOME 16.04 with GNOME 3.20 that the gnome-terminal when transparency mode is on is transparent where the "File Edit" etc options are, but when the gnome-terminal window is not selected it does not have the faulty behaviour (I have blacked out private-ish information so please just ignore the big black box in the title bar and the lacking of the bit with the '$' in the second image):

Since transparency is not a feature of upstream gnome-terminal but added by a patch in ubuntu, this is NOTGNOME.
