See the attached test case, with gst 1.8 it prints:
  Set to PAUSED returned: NO PREROLL
  Set to PLAYING returned: ASYNC

rtspsrc returns NO_PREROLL for READY->PAUSED and SUCCESS for PAUSED->PLAYING. basesink returns ASYNC for PAUSED->PLAYING, thus overall it's ASYNC. And then bin forgot that it's NO_PREROLL.
