I don't think this is the same as Bug 653174.  When importing bank account transactions with the OFX import wizard, the check number is not displayed either for incoming transactions or for suggested matches, thus it is impossible to see whether they match existing check transactions.  Further, the source account names are also not shown for incoming transactions, so it is impossible to know which account will receive transactions, unless it happens that there is a proposed match, which will display the account, but not a check number.
I believe this probably applies to all imports that use the generic import transaction matcher.
