mouseover and click events only happen if i am over a non-transparent part
of an icon.  it is difficult to click on some icons, like the preferences
icon, since it is narrow.

the panel prelights / clicks on the whole region.

mac os x originally had this behaviour in the dock, but later versions
reverted to the whole rectangle the icon theoretically takes up responding
to clicks.

windows also has this behaviour.
