cerbero: Need to bootstrap EGL header or fix libexpoxy build

Libepoxy strictly requires it some EGL headers. The check tools are clearly broken, so we have two option, bootstrap the EGL development file (e.g. mesa-libEGL-devel) or fix libepoxy build.
+1 for mesa
-1 for mesa. Not every platform has mesa available/installable. libepoxy should be fixed for those platforms. So +1 fix libepoxy.
Hmm, I we need both in fact. We need to bootstrap EGL header when possible, otherwise our builds on the same platform/os won't be always the same. The bug in libepoxy is obvious, specially that EGL shouldn't be strictly requires.
gtk+ (and therefore libepoxy) isn't shipped by cerbero anymore.
