Preview icon should be used if available

Nautilus should use G_FILE_ATTRIBUTE_PREVIEW_ICON regardless of G_FILE_ATTRIBUTE_FILESYSTEM_USE_PREVIEW (so even if G_FILESYSTEM_PREVIEW_TYPE_NEVER is used). It is not good idea to generate thumbnails e.g. for gphoto2 backend, so we changed _IF_LOCAL to _NEVER (Bug 765843), because thumbnailers do not use preview icons by default (Bug 738503). But the backend provides preview icons (that's why _IF_LOCAL was used), so it would be nice to use them...
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
