W32: configure does not tell which cairo version to use

On more than one occasion people asked which version of cairo to use to build GTK3 on Windows. Configure mentions releases newer than a specific date, but that is misleading, as stable releases didn't get the new API even after that date.
Created attachment 326981 [details] [review] W32: reword the error about required cairo version 1.14.x series does not contain the functionality needed by GTK+. Advise to use 1.15.x (1.15.2 is available) or 1.16.x (yet to be released).
