input-settings-x11: fix setting of edge scrolling

meta_input_settings_x11_set_edge_scroll didn't enable
edge scrolling in case other scrolling methods are available

This made org.gnome.desktop.peripherals.touchpad.edge-scrolling-enabled not work.
