Steps to reproduce:
1. open gnome-control-center
2. open "Network" page
3. press "+" button
4. select "VPN"
5. see the effect here or select any vpn provider

What happens:
the "Add Network Connection" dialog seems to have a fixed size which is way too small. Widgets are rendered at incorrect positions, partially overlapping, invisible or rendered outside the window.

What should happen:
Ordinary dialog/window layout.

Additional info:
This bug is present with both x11 and wayland backends, but looks slightly different: on X11, widgets are overlapping without leaving the window. On wayland, widgets are partially rendered outside the window.

Affected versions:
3.20.0
3.18.x was not affected, so this seems to be a regression.
