If passed a commandline argument, always read the passed-in directory

There is a setting for controlling whether the default directory should be scanned (read) on startup ("load-on-startup"), but this also applies to a directory passed in as an argument. This makes little sense, as such an argument is an explicit request to process the directory. The behaviour should be changed to always honour the argument, irrespective of the setting. The implementation should probably use the "hint" parameter with g_application_open() to indicate the source of the open request.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
