I've added owncloud account (no email) and went through wizard with test@test email, None receiving, and sendmail sending options.

When I press F12 to send/receive option there is just stalled dialog shown and nothing more happens. Yes, there is cancel all button but that seems to be doing nothing as well.

evolution-3.18.5.1-1 on Fedora 23

Thanks for a bug report. It's left opened because it expects at least one active and "usable" mail account for receive or anything in the Outbox to send, which wasn't the case here. I changed it that the dialog flashes as quickly as I didn't notice it even being shown. It may seem that pressing Send/Receive button (or F12 key) does nothing, but I think it's a correct thing to do.
