I was trying today to horizontal scroll on the commit view, and it's not possible due to an automatic bottom bar appearing when close to the bottom.

OTHO, I'm not sure an action bar appearing when getting close to it is the most discoverable way to expose those options...

I agree this isn't good UX. I've pushed a stop-gap solution that reduces the "hot" area for the bar to appear, so at least you'll be able to scroll horizontally now. I'm keeping this issue open for finding a better (or different) solution to show the diff view settings.
