When using HighContrast theme, the scrollbars are rendered (when their container is hovered, but not themselves) as a thin whity-transparent overlay, on a background that is usually white; so they finished quite invisible.

HighContrastInverse is not impacted by the color problem, it looks greyish on it. But I think that for the two themes, having the scrollbar a little larger would be a good thing.
