patch to implement this

IIUC in order to support https://bugs.documentfoundation.org/show_bug.cgi?id=98640 which wants to be able to launch help for a selected menu item in a menu hierarchy launched from gtk_menu_bar_new_from_model then GActionGroup would need something like the attached to enable ferrying that request around.
