The current source tarballs for gtk+-3.19 as well as several versions of gtk+-3.18.x contain cross-reference data in .devhelp2 files instead of the old index.sgml files, but the change to use .devhelp2 files in gtk-doc (3a3d70d) is not currently included in any release, so any attempt to use the cross-references from other projects is currently broken. Could you make a new release of gtk-doc?
