In evince if I'm scrolling to the top or bottom the related end of the document window does than flash for a short time. Also if I'm scrolling halfway through the document the top and bottom are showing a dashed line.

I'm not sure what they are used for, maybe to indicate if the user can scroll or not. But the user would notice it anyway on scrolling and he also has the scrollbar as indicator. Maybe these lines can be removed if they have no other use.
