While building 1.7.90 from tarball I get the following error.

Usage: ./common/extract-release-date-from-doap-file RELEASE-VERSION-NUMBER DOAP-FILE
configure: error: SET_PACKAGE_RELEASE_DATETIME: could not extract
            release date for release version  1.7.90  from  "./gstreamer-vaapi.doap" 

Probably because the tarball doesn't contain the doap file. Please do a make distcheck.
