- All controls need mnemonics

- Speed Tradeoffs page would be better redesigned so each group of radio
buttons was vertical rather than horizontal

- News, Navigation panels: text fields should only be as wide as typical
input, many of the ones here are way too wide.

- Button should be "Close", not "OK", as this is an instant apply dialog.

Bug #85673 details this and many more HIG-compliance changes to prefs
dialog, closing this one.
