Hello!

When uploading 3.19.90 to Debian unstable our thorough ftp-masters noticed that I had not written down the licensing information for help/* in my debian/copyright file, so my upload got rejected.

While investigating the actual licensing of help/* it seems to be inconsistent in multiple ways. I guess it's fine that some translations uses CC BY-SA 3.0 and other uses CC BY-SA 4.0, but the same file refering to both versions is probably something that will be considered problematic in my next upload.

See for example help/C/license.page which mentions:

"
    This work is distributed under a Creative Commons Attribution-ShareAlike 4.0
    International license.
"

While at the same time containing:

"
    For the full text of the license, see the 
    <link href="http://creativecommons.org/licenses/by-sa/3.0/legalcode">CreativeCommons website</link>, 
    or read the full <link href="http://creativecommons.org/licenses/by-sa/3.0/">Commons Deed</link>. 
"

Many of the translations also seems to be plagued by similar issues....

Would be very appreciated if the licensing situation for help/* could be clarified / cleaned up to avoid any chance for ambiguity.

Help has always been thought to be released in CC By-SA 4.0 International (sic), so links pointing to the 3.0 version of the license are incorrect; I probably copied the xml tag from elsewhere to keep time for really writing the help, and forgot to update the links attributes. I updated all the texts, including translations. Thanks for reporting the bug, all should look good beginning with 3.19.91 next week.
