With the latest development snapshot (gnome-continuous image) 
German Umlaut characters are displayed on top of the character following it.

does not apply to all fonts, I presume.

at least gnome-initial-setup and some nautilus dialogues are affected.

fonts look fine in the font viewer.

It looks like only the character ü is affected.  ö and ä work fine.

That looks exactly like the bug I just filed

I found that reverting harfbuzz to 1.1.3 fixed the issue for me.

Looks like a Cantarell font issue: Bug 762386
