German Umlaut ü displayed on top of next character

Created attachment 321712 [details] screen-shot With the latest development snapshot (gnome-continuous image) German Umlaut characters are displayed on top of the character following it. does not apply to all fonts, I presume. at least gnome-initial-setup and some nautilus dialogues are affected. fonts look fine in the font viewer.

It looks like only the character ü is affected. ö and ä work fine.
That looks exactly like the bug I just filed https://bugs.freedesktop.org/show_bug.cgi?id=94228 I found that reverting harfbuzz to 1.1.3 fixed the issue for me.
Keeping this bug open and on the 3.20 target list to track it.
Same for â ê & ô.

I, too, can confirm this fixes the issue, tested with å, Å, ü, Ü, â, Â, ê, Ê, ô, Ô
