The attached screenshot is a bit artificial, but I noticed the problem because it was happening even with the 1px border from Adwaita.

Sure. (valac --pkg gtk+-3.0 frame.vala && ./frame).
This shows it in gtk 3.19 even without the css pasted into the inspector.
