resize window witih image loaded causes immediate crash

Created attachment 319921 [details] screen shot Fresh install of 2.8.16 on Windows 7 32 bit. Load an image, drag the frame any amount any direction to resize, upon release of the mouse Gimp crashes with a 'GIMP has stopped working' dialog. this appears to be only with the 32 bit version of GIMP. confirmed additional reports here when I went searching for info. http://www.gimpusers.com/forums/gimp-user/17883-i-think-i-found-a-bug-not-sure-if-im-going-about-this-the-right-way-the-info-i-read-on-what-to-do-seemed-confusing and here http://portableapps.com/node/53455
comment from original submitter: reproduced on Windows 10 ver1511 32-bit and Windows 8.1 32-bit, all fresh install of GIMP 2.8.16 (no version of GIMP previously installed on these systems). Not reproducible on 64 bit versions of Windows.
