Running a filter and then applying "Filters/Repeat" too soon results in a blocky image where some parts are left unfiltered, empty, or only partially filtered (e.g. blurred in only one direction). This seems to happen unpredictably in blocks of 64x64 pixels, resembling a synchronization problem.

Steps to reproduce:
1) Apply any filter to an image (e.g. Gaussian Blur)
2) While the filter is still running, select Filters/Repeat Gaussian Blur (or press Cmd+F)

Tested in GIMP 2.16 on OSX and GIMP 2.14 on Ubuntu (VirtualBox guest on same machine).
