The activities overview allows the user to launch a new instance of an application using the "New Window" feature - or simply CTRL+ENTER

But this feature doesn*tt work anymore in the following scenario.

Steps to reproduce:
1) Open activities and type files
2) Hit CTRL-Enter  >> creates a new Files windows 
3) Open activities and type files
4) Hit CTRL-Enter >> the previous created Files window will be reused.

I would expect, that a second (new) Files window will be created.


The following situation will work:
1) Open activities and type files
2) Hit CTRL-Enter  >> creates a new Files windows 
3) Navigate to Documents in Files
4) Open activities and type files
5) Hit CTRL-Enter >> the previous created Files window will be reused.

The described behavior is not dedicated to Files. 

I am using Fedora 23
