Unable to run GIMP because during installation it freezes while searching for fonts.
I am using El Capitan, and downloaded GIMP 2.8.16

That should be the font cache initialization, and can take a long time on the initial run. You can use a file access monitoring application to check if it is reading font files.

This can indeed take up to a few minutes. You can use the "Activity Monitor" to check whether GIMP is busy with font initialization, in this case it should be visible that GIMP is using 98% to 100% CPU time.

This is a known issue, also on other platforms. Marking as duplicate.
