Empty submenus on the Applications menu (or anywhere else) should be
disabled or hidden altogether.  It may be that under normal circumstances
you shouldn't get any empty submenus, but for example the Sun build adds a
"CDE Menus" item to the bottom of the Applications menu. This currently
appears whether there are any items in it or not, which looks a bit silly.

Empty submenus don't appear in gnome 2.2 on red hat 9.

Calum, is this still a problem for you?

I'm not seeing any in 2.4 either, but obviously I don't know if that's
because they're being hidden or there just aren't any...

If I add an empty folder myself (in the Applications view), it does
still show up, which is probably the right thing to do... so are we
saying somebody's added some smarts to work out when to hide empty
folders and when not to?  If so, I'd like to see that algorithm :)

They're hidden now (thanks to gnome-menus). The other part of the bug is not
reproducable anymore for now (there's no way to edit menus now), but I'll add a
comment to bug #137953.
