Allow selection of localizations (languages) when installing

Currently GIMP installer for windows installs all the languages (localization modules) is has. Most users only use one or two languages (if at all), so it may sound reasonable in terms of disk space and installation time to ask the user which languages to install.
We haven't received many complaints about either disk size use or installation time, so I wouldn't regard that as a high priority task. If someone would contribute the code to the Windows installer script, then it could be added, of course. In order to keep maintenance of that part low, it would be good if this could hook into the existing translation framework of GIMP and determine the available translations and their names from there (see also bug 683710).
