When we reworked the gstreamer missing plugin installation code during the 3.16 cycle, we ended up writing code targeting an unreleased gstreamer development version. Because of that, we couldn't rely on distros having it and had to go with ifdefs to support the older versions as well.

I think it should be fine to drop the ifdefs now that 1.6 has been out for a while.

This bumps the gstreamer minimum version to 1.6.0 and drops ifdefs for
supporting older versions.
