This is not a bug, as far as I am concerned. Desktop icons are not a feature of GNOME. We do keep them working for GNOME classic, but there are no immediate plans to make the classic mode use Wayland.

However the option in GNOME Tweak Tool isn't greyed out, making it look like a bug.

Indeed, it took some Googling for me to discover why this option had no effect when running under Wayland. The tweak tool should at least say this option is not currently supported when running Wayland.

Since bug 748347 ("files does not present the desktop when running under wayland") was fixed I was wondering if we should close this bug: Now there should be no difference between X and Wayland anymore.
