Too hard to notice when download is started

I don't think it's a good idea for buttons to appear and disappear -- that's confusing. We should leave the downloads button visible at all times, and give it a good empty state.
Rather, let's match nautilus. In GNOME 3.18, one of the biggest complaints from reviewers is that they don't notice anything happening when performing a large file operation in Nautilus. Even I get confused before I realize the file transfer icon in the top-right. I have the same problem with the Epiphany download button. Nautilus 3.20 opens the popover automatically when the download is started. I think that's a temporary thing, and not the final design, but it's a lot better than nothing and it's easy. Let's do this too. Something nicer would be an animation like Firefox, moving from the link to the downloads button.
