When importing invoices using CSV file, description with double quote properly escaped is not recognized.

For example, Samsung 24" TV, properly quoted "Samsung 24"" TV" according to RFC 4180 https://tools.ietf.org/html/rfc4180


Steps to produce:

1. Excel-Import.png - Prove testinvoice_doublequote.csv is valid using Excel.

2. Two-line-items-missing.png - Using GNUCash CSV Invoice import, import testinvoice_doublequote.csv file. Two line items with double quote properly escaped are not recognized.

Please let me know if more details are need, I will try my best to generate.

I didn't see this before today, so I apologise for not looking at this before now.

I can confirm this is indeed a bug and I'll get to it ASAP.
